It's a fixed, strained expression and he looks somewhat absent. Not sure it's the cause in his case, but this is how people with severe orthostatic intolerance look when trying to sit up too long. Insufficient blood flow to the brain means inability to function in general, and normal, relaxed facial expressions just don't happen.
And of course, severe orthostatic intolerance can cause people to suddenly cease standing up, or even a loss of consciousness which is quickly restored after hitting the ground. More moderate symptoms could cause episodes of freezing up, especially while standing still.
And it wouldn't be an urgent condition for getting someone to a hospital, since simply laying down stabilizes them.

Legal question though, if he continues to recuperate and then on Aug 4th “takes a bad turn and dies” what then? Do we investigate to see if there was fraud? Not even sure how to prosecute that. 1/2

@ChuckMcManis @heidilifeldman The only operationally relevant issue is whether he's alive. An incapacitated senator is still a senator, even if he can't vote, until he's either expelled by 2/3rds vote, resigns (which is impossible if he's incapacitated), or dies.
In fact, if this is a fraud and he's instead incapacitated, it's a really dumb one, since if he's alert, he can be pressured to resign. But if he's comatose, there's nothing anyone can do (short of expulsion by the Senate).
