Curious on the wording here. "recovery efforts" have a very specific meaning in search and rescue ("recovery" indicates finding those who have passed away, versus "rescue" of people who are still alive). Wondering if this is just bad choice of words (by LA Times writers/editors and/or the governor) or are they expecting more deaths? Or are they using the wrong word?
