@davidgerard The tail end of the article admits that this is actually pretty trivial. Banks have no downside for firing off these reports, but if they fail to report something that later turns out to be illegal, then they are on the hook for money laundering. So they tend to hit the report button for anything that looks even slightly dodgy.
