honestly? You should probably literally go to jail for applying to host a World Cup, or an Olympics or anything like that.
I mean let's say I decided to pass a law to give public funds to, I dunno, the Mafia? Some objectively corrupt organization that has been caught embezzling and misappropriating funds dozens and dozens of times, with a full menu of kickbacks, graft, and bribery involved.... you would rightly say I was stealing from you.
