@podfeet @oetgrunnen Looks like it's on Hoopla, which is tied to having a public library membership (and then you can "borrow" a few episodes per month for free, exact limits may be different for the different libraries). Not exactly binging, but for $0.00 I'm not complaining.
Around here in San Jose they initially allowed electronic memberships, and later asked that you at least walk in and confirm you're a real "local", for this service.
