Oops, looks like they only projected the carbon emission rate at 1% of what it would actually be

if I look at Fig 7 in the original report it looks lke the Y axis is given in "thousands of CO2" but it doesn't say wha thousands are - pounds, or what
I'm guessing some numbnut bureaucrat thought that thouands was pounds, not tones ?
