"Cognitive tests", of which I have had a few lately, test two things:
Motor function - "Can you press against my hand?"
Consciousness - "Do you know where you are?"
One does not really fail them as much as simply pass away.

@CartyBoston So, they're basically saying, "despite the fact that you just walked in here and spoke to me, I need to have concrete proof you're alive"?
