Something I'm trying is to say "punishment-first approach to public safety" instead of "tough on crime." To us leftists, the second phrase has a bad connotation, but to the general public, it doesn't. The politicians who popularized it used it as a selling point. To reach people who don't already agree with us, we have to frame the issue our way and not our opponents' way
