@luciedigitalni if i was generous, i'd say lack of resources due to the airport line & suburban rail loop, plus lots of track "untangling" at Sunshine, plus they probably want to do electrification between Sunshine & Wyndham Vale at the same time Melton too - but yes, just do it as one big project already
