What does "tiered internet" (a.k.a. "Internet Pro") mean: any natural person can fill some forms and apply for this access. Then, based on your profession, only certain websites will be whitelisted. The tiers are defined based on the professional union you belong to. For example, as a researcher, YouTube will be whitelisted (pubmed for example is not mention!!). If you are businessman's, WhatsApp and Telegram will be whitelisted. Reporters would get WhatsApp, Telegram, Instargam,...
