Unlike its constituent states, an independent issuer of its own currency does not use taxes to raise revenue and pay its bills. It's uses it to express its priorities and economic policy.

Donald Trump's priority is to immunize his corporate sponsors from paying tax. He uses other arms of the govt to immunize them from regulations and liability through the court system.

Trump's policies are to protect himself and his donors, and to inflict pain and humiliation on everyone else.
