In practice, the challenge is that digital sovereignty discussions in most Australian institutions, I've found, come down to the minimum needed to meet regulatory requirements, which is usually satisfied by "is this hosted in Australia or not?" (E.g., Universities, Power suppliers, etc.)

To get traction the primary selling point would likely need to be "save costs on your licensing!"
