A senior EU Minister tells Martin Sandbu (FT) that: 'Europe is not as weak as it behaves'.

It can work through 'pragmatic federalism' (or as through a series of 'coalitions of the willing') on different issues - what used to be regarded as a variable speed EU.

Its need for consensus is also not a weakness but a strength: once agreed all members are behind the policy/actions.

In the new (post 'rupture') international system the EU needs to work with these strengths in mind.
