I'm not sure that's compliant with the standard for pruning trees.

Yes. Street trees near me get really hacked about to give clearance around power lines. (Who would have thought that planting a potentially massive tree under a power line might just possibly cause a wee bit of a problem.)
However, woe betide anyone who has some non-compliant trimming of a tree on private property.
The local council (and I suspect, almost all local councils) are not particularly consistent about tree trimming.
