Is it possible that connection with a curl user agent (/a non-normal browser user agent) immediately gets you added to a two-tiered shitlist (webserver + firewall)?
Can't reach it at all from my client & primary VPS anymore (both have done curl requests w/o UAS fuckery recently), could still reach it from another VPS ... while spoofing the user agent, once I went back to curl it also got blocked.
