Honestly, Pittsburgh should reject the money and say if they want more ambulances they should pay taxes.
So funny story about ambulances. We have a county ambulance stationed at our fire house paid for by property taxes.
One year the county put it up for a vote. They asked (1) do you want to still have an ambulance and (2) do you want to continue paying $60/year on your property taxes to support the ambulance.
The votes came back: Overwhelming support for keeping the ambulance and overwhelming support for repealing the $60/year property tax. 
The county tossed the results and redid it the following year, and this time combined them into a single question. We still have an ambulance.
@lordbowlich Reminds me of when the light rail system was being built in Silicon Valley. People voted to build it but then when it came time to issue bonds to buy the actual trolleys they said no. So we had useless tracks for a few years.
