It is illegal for federal workers in the US to take strike action, but increasing numbers of workers started calling in sick.
Nearly a third of the 46,000 Internal Revenue Service staff called back to work called in sick, while staff shortages in the Transportation Security Administration and air traffic control services caused delays in airports around the country.
