Yes, that thoroughly discredited talking point of Russia. The reason why the EU has expand his economics and in the distant past, Putin floated the idea that Russia might want to join.

Individual nations have joined NATO because of Russian aggression and because of their history of the kind of aggression that has played a central role in European history. The act Soviet block countries understand what Putin is about.
