@dangoodin This seems plausible (below link). Maybe it helps as a lead? Anecdotally, several family members mentioned to me that the main cell operator in the country (Movistar) was out of service in Caracas during the operation. Maybe it was to prevent Chavistas (Maduro's people) to communicate among them? https://x.com/thegeneralboard/status/2007918142304010609
