Thanks for the answer will, check out how to make FEP, and think about it, to have something, that work with decentralisation in mind.

The fediverse is a beautiful, powerful thing. But it's also very challenging. It took me MONTHS of working with the Mastodon team to appreciate how hard federation makes even simple things. But they are worth solving! It's also why so many companies default to a centralized server. It's a cheat-code to 'move fast and break things'.
Don't be discouraged! I'm trying to do the opposite! Just letting you know why

to be true, i already have an idea that technically work, but the difficulty is to think, how to prevent abuse of the community note, without giving censorship power when regulating them.
Or how to prevent community note to become a bulliying mechanism.

Yeah, the hard part is to make the collaboration and use work for the common good.
I would be happy to collab developing the FEP if interested.

Yeah there are so many bad people out there willing to game any improvement. Mastodons version of quote posts and starter packs (collections) were both made harder as we had extra trust and safety features added in
@scottjenson @lexinova @leanderlindahl @HennaVirkkunen @dgoldsmith @Mastodon
Exponentially harder I would say.
For something like federated Community Notes an #OptIn is probably needed, with a set of governing rules that must be followed to qualify.
