The Permanence is a closed star empire. To the outside universe, it is accessible through 20-odd trade ports. Outsiders who pay attention speculate that there might be as many as a hundred worlds within the Permanence, and it's up to 3000 standard years old.
In truth: the Permanence is over 20,000 years old and there are 8000 star systems inside it with multiple settled worlds/moons/stations in each of them. It's huge and insular.
