actually wait never mind the usecase for this is that you can discard the extra bits without reencoding that makes sense

@babble_endanger it specifically is for going from "opus hd" (the internet-draft for adding extra bits to opus) to plain opus

though in that case i think itd ideally have a guarantee that it actually is lossless if you give it enough bits
