Then it's not a world championship. Everyone can point that out, and anything done at the event can be dropped from every scorekeeper's books. It's a non-event now.
Just like FIFA's US World Cup, it doesn't matter and isn't real. Everyone should boycott.

I am a runner and live in Tallahassee. Ashamed this didn’t even make the local news. Internationals should just stop coming here for the next few years. I fear the World Cup is going to be a disaster. Not that FIFA is any high moral group.

You can't hold a world championship for anything in a country whose government policy arbitrarily excludes competitors from parts of the world. At least, you can't and expect people to take it and the prizes seriously.
Maybe sporting events are thought of in the USA like their "World" Series.
