How does #SocialCoop work?
They make decisions collaboratively. But what is the mechanism? What sorts of things do they vote on?
How do they avoid Sybil attacks? Voting on whether new members are allowed to join?
How are rules decided upon?
Is there a "constitution" of rules that can't be changed or have extra requirements to change?

@light thank you for your interest! I joined a few years back and was part of the community working group for some time (now I'm only in the tech working group) so maybe I can provide some answers.

1. For community decisions we vote on Loomio.com; communities can have their own 'space' within it for general discussion in threads, pulse checks/polls and 'binding' decisions.

@light 2. we do not vote on new members; instead, a community working group member reviews applications during their week onduty. CWG members usually discuss doubts in a periodic meeting in case they want second opinions on applications, on indeed on tricky moderation cases.

Yes, this *does* introduce some inconsistencies; applications that might have been approved by X might be denied by Y. But overall we tried to be relatively consistent and inclusive.

@light 3. we do not explicitly protect against Sybil attacks beyond essentially requiring 'proof of work' in the form of writing a relatively reasonable application and setting up an open collective profile.

@light 4. large updates to the code of conduct should go through a vote IIUC, although honestly this hasn't happened since I am here I believe. A lot of the load of moderation has to do with interpreting the relatively high level rules. This has occasionally been suboptimal as different CWG members might have different opinions on where lines are, but in general it works well enough for most cases just going on consensus.

@light there have been individual cases that have stress tested this system, as you can imagine; these usually have to do with drawing the limits on racism, sexism, transphobia, and other forms of actual or perceived violent speech.
