@neil If its any help, I do something similar, but with a script in /etc/NetworkManager/dispatcher.d
My script additionally checks whether I'm on my home network, in which case it actively turns off the tunnel. But it means that, whenever I'm away from the home network. the tunnel always comes up.
Happy to post this somewhere if anyone's interested in the method.
