In the five years since Texas created a $1.4 billion fund to guard against destructive flooding, at least 90 local governments turned down tens of millions of dollars in grants and loans.

That money went unused for years.

@ProPublica Before chastising the local governments that rejected the money, you should read the article.

The state was offering money for specific projects but the amount they offered only covered a small fraction of the total cost (5% in one case). The local governments would have to come up with the remaining money on their own. They couldn’t do that so they had to reject the funding.

@ProPublica They rejected Fed money too! Biden was offering money via infrastructure and they refused it.
