@tommi Most of the shifts will appear in the last few days before Congress starts and shift signup requires arrival, i.e. people have to be on site and come to Heaven to get their Angel badge in order to sign up.

Usually, the most popular shifts will fill up during day 0.

@tommi firstly, shifts won't pop up for quite a while. Also, you can only sign up for these as soon as you're on location and marked as "arrived", so it wouldn't help you anyway.
