@david_chisnall If you are going to tax remaining fuel, pilots will carry bare minimum fuel. I made it home on my "extra" fuel more than once.

@3rdi That is precisely why I explicitly said 'above a safety margin' in the post you replied to. Fuel within a range defined as required for safety is not taxed.
@david_chisnall Does the pilot in command get to define that safety margin?
@3rdi No, that is something that the aviation regulator would have to define, otherwise there's no possible way of drafting the laws isn't entirely made of loopholes.
@david_chisnall The law itself is a bad idea and I'm basing that on 50yrs. of experience.
@david_chisnall Plan carefully and add 5 gals. for each of your kids is a better idea.
