A universal basic income should be equal for everyone in a country regardless of where they live. States and cities are welcome to provide their own local boosts to stack on top of the national #UBI but the federal government should not provide a larger UBI to a place like NYC than Gary, IN.

Fully agree. Eventually enough people change locations to find a lower cost of living, which will adjust the rents in the more expensive places.
UBI is the way to go.
