The Alberta #UCP has just blown up a century of labour action and worker’s rights hard won against coercive and exploitative employers. They - the employer - have just unilaterally imposed a contract on teachers in clear contravention of their constitutional and Charter rights, and have invoked the “notwithstanding” clause to shield themselves from legal consequences.

A summary of the act:

Here are the 20 key takeaways from Alberta’s 2025 Back to School Act (Bill 2) — the highlights that matter most for understanding what this law does:
    •    Ends the Alberta teachers’ strike that began Oct 6, 2025, and the lockout by TEBA that began Oct 9, 2025.  
    •    Forces all teachers back to work immediately — strike must end at once.  
    •    Forces TEBA and school boards to end any lockout immediately.

    •    Makes it illegal to strike or lock out at all going forward for the duration of the Act.  
    •    Imposes a mandatory collective agreement — teachers do not get to vote on ratification.  
    •    The agreement is retroactive to Sept 1, 2024 and will run until Aug 31, 2028.  
    •    The terms are taken from the recommended bargaining proposal signed Sept 23, 2025.  
    •    The Act applies to all Alberta teachers, school boards, the ATA, and TEBA.  
    •    The Act overrides the Canadian Charter (sections 2 & 7–15), the Alberta Bill of Rights, and the AB Human Rights Act via notwithstanding clause.  
    •    It explicitly blocks any court or tribunal from challenging its constitutionality. Judges and arbitrators are not allowed to even look at it.  
    •    Anyone violating the strike/lockout ban faces fines up to $500 (individuals) or $500,000 (organizations) per day.  
    •    The Labour Relations Board is given full enforcement power to police and punish.

    •    No one can sue the government or seek damages of any kind for anything done under this Act — past, present or future.  
    •    Teachers’ salary grids will get 3% increases in 2024, 2025, 2026, and 2027
    •    Substitute teachers’ daily rate rises to $271/day Sept 1 2025, then increases further in later years.  
    •    1000 new teachers per year will be hired province-wide in 2025–26, 2026–27, and 2027–28 to address classroom complexity.  
    •    Northern & remote allowances are created — up to $6,300 per year depending on school location.  
    •    Government also commits to hiring 1500 new Educational Assistants by Aug 31 2028.  
    •    Teachers retain access to COVID-19 vaccinations at no cost, facilitated by the government.  
    •    The entire Act automatically repeals on Aug 31 2028, unless ended earlier by the government

[the repeal is notably *after* the next scheduled election… we need to make sure this government doesn’t make it that far

@DavidM_yeg I assume they'll also be using this law to force education students to work as teachers? Because who is going to be insane enough to voluntarily take a job that requires relinguishing your rights?

Gil McGowan - head of the Alberta Federation for Labour and the Common Front has said - “I just want to make it really clear that if the government puts a gun to the head of the teachers and they’re not able to continue their strike, then we in the broader labour movement will stand where they’re not able to,”
