There are many circumstances in which signalling someone to REDUCE TO MEDIUM SPEED would be helpful. Sometimes people need an unambiguous STOP. Or if you’re dealing with someone oblivious CLEAR NORMAL SPEED is vastly more efficient than that awkward hinting.
