ouch🫣 the reason this historical klezmer(?) musician Harry Zimbal (1885–1941) was denied US citizenship. I tried googling if this was a known phrase but, although it came up in some places I couldn't find an explanation.

#genealogy folks, anyone know?

detail of an old paper form filled out by hand. this section is titled ORDER OF COURT DENYING PETITION.
The name of the person is Harry Zimbal
dated 10 May 1920
the reason for denial has been written in as "Denied for lack of Knowledge"

was told by some people on Bluesky that it's basically what you would expect, they were grilled about civics and rejected for not being able to answer questions. and apparently there wasn't a standardized test back then so it may have just been on the whim of the person deciding.
