I needed to rearrange a group of out of order pages of a PDF. I installed PDF Arranger for Linux and completed the task within a minute of first running the tool. It's a handy and easy PDF editor that works on pages as a unit and allows to rotate, crop, move, or rearrange them as well as split and merge documents.

@amoroso Thank you! I tried finding a solution for Windows and I’m not certain a free option actually exists. I resorted to using a G4 iMac with MacOS X Tiger! Rotating and reordering pages should be in any PDF viewer, Macs were doing this 25 years ago and I expect Okular etc to at least match this functionality :|

@amoroso @Kroc For Windows I've used PDFsam Basic in the past. Java-based and not an amazing interface, but it does the job.

But pdfarranger looks like a good option, not least for not needing the JRE!

@thelastpsion @Kroc I see PDF Arranger provides binaries also for Windows, not sure whether only for WSL.

For Windows we have the portable version which you just unpack and run as well as an msi installer. It is cross-built on Linux and comes with all the batteries, libraries and Python runtime included, no need for WSL or anything like that unless you want to build it yourself.
