They do need to be found. They can't survive long enough in the woods, and any other "help" they might get will be just as bad or worse than what's at home.
So yeah, someone ought to look into what's going on at home. But I doubt here in Idaho, if anyone in the right position even cares, that the law won't have teeth to protect them.
