Under this plan, EU countries should buy from companies based in the EU, EEA/EFTA, or Ukraine. For complex systems, like air defence and electronic warfare, there is an additional requirement that EU countries must ensure that their contractors fully control the design of defence equipment.
This requirement is part of the effort to support the European defence industry and reduce dependency on non-European sources.
