In response to unprecedented urban starvation since WWII, declared today by the IPC as a ‘worst-case scenario of famine unfolding in Gaza’ -- so minutely engineered, controlled, and preventable, the EC is proposing only a partial suspension of Israel’s participation in Horizon Europe, limited to the EIC Accelerator [i.e. only projects with “potential dual-use applications, such as in cybersecurity, drones, and AI”].

#Ireland, #Spain, #Slovenia officially recognized the genocide in Gaza, & so triggered their legal obligations under the Genocide Convention not just to speak, but to lead their EU peers in preventing & punishing it. They can formally request an emergency European Council meeting under Art. 15(3) TEU, which empowers the President to convene extraordinary sessions in cases demanding urgent collective EU action: the IPC has officially declared a worst-case scenario of famine unfolding in Gaza.

Evidently, partial suspensions of Israeli participation in Horizon Europe won’t cut it (not in the face of a man-made famine unprecedented in Europe’s memory since the Dutch Hunger Winter of WW II). European Commission former diplomats have conveyed as much to the Presidents of the European Council, the EC, and the European Parliament, as well as to the EU’s foreign affairs chief—and to the heads of government and foreign ministers of all EU member states.

B’Tselem – The Israeli Information Center for Human Rights in the Occupied Territories warns that the Israeli regime will expand its genocide in the Gaza Strip into the other areas where Palestinians live under Israeli rule, if not stopped using “every means available under international law to save whoever and whatever we can, and to put an end to the continued suffering of millions of people.”

Every stage of Israel’s campaign of genocidal starvation targeting 2M Gazans was predictable and preventable. And yet at every turn, the EC, the EU Council, and member state leaders have refused to act--allowing a minute-by-minute exponential catastrophe to unfold into the painful death of severely malnourished children, pregnant women, the injured, chronically ill, and elderly, and ultimately, the complete “emptying out” and destruction of Gaza itself.
