And before that we were still paying into the red state tribute fund.

It's a 'moral hazard' - some states are poorly run knowing that better run states will bail them out... so there is no incentive to improve. 😐

I think the politics of some states are corrupt enough that the use a lot of their political power to funnel money to their wealthiest people, so they just use that power to extract money from the rest of the country too.
Though Biden was using the political theory of trying to get the angry white left behind men's better jobs to get them to vote for democrats, but it didn't work well enough.
