So a single drone flying in the direction of a hostile fleet a few hundred KM offshore is an "aggressive act" that must be shot down.
I guess the heavy bombing of the Iranian nuclear facilities probably killing hundreds was a "police action" but if Iran were to blow up Los Alamos National Laboratory in the US it would be a terrorist act.
