It's much easier to amend an Act to strengthen the language than to get one passed from scratch. The original Montreal Protocol only capped production of ozone-depleting gases. But once it existed, it was progressively strengthened over time, as more and more evidence accumulated for the harm that was being done.
I've long believed that effective, sustainable and principled internet regulation needs to be done by international treaty.
Why? For the same reason regulation of the sea and the the atmosphere are. For the same reason regulation of the postal and telecommunications networks are. Like the net, all of these are inherently cross-border.
