@David Research station/observation deck for a university researching some marine thing? Sea life during tides? Where they might send down cameras or buckets hourly to take samples? Student researchers camping there? Maybe, it looks too ad-hoc to be industrial, fairly professional with satellite dishes, solid construction, but exactly ad-hoc enough to be set up by grad students and a wily prof.
@Bumblefish Yes, it made me think of an observation deck, but why three? But the local university (where I work) doesn't have a marine zoology program. Sure, it could be another university... But also, we have many natural observation deck with all the islands... 🤔
Oh, I should go check out now (at night) if they have lights or something.

Not sure what they are looking for, but the structure looks like a boring survey rig operated by Ehimetisitu Company (愛媛地質調査株式会社).
