French President Macron wrote this diplomatically worded tweet which clearly implies that Europe is not on board with this 28-point plan or the process behind it.

Tweet by Emmanuel Macron @EmmanuelMacron
Together with our European and G7 partners, we welcome the United States’ efforts to bring peace to Ukraine.

It shows one thing: everyone wants peace — except Russia, which continues to stubbornly bomb Ukraine.

The 28-point proposal must be strengthened: no border can be changed by force, and Ukraine must never be left vulnerable.

Any decision involving the European Union or NATO must have the consent of their members.

We will continue to coordinate closely with Kyiv and Washington.

Our collective support for Ukraine is decisive. The security and freedom of all of Europe are at stake.

As we speak, U.S., Ukrainian and European officials are meeting in Geneva to discuss the "peace deal."

The U.S. delegation will likely hold a separate meeting with Russia.

A European counter-proposal "asks for a security guarantee that mirrors NATO’s Article 5 mutual-defense clause, demands that frozen Russian assets be used to reconstruct and compensate Kyiv and rejects Moscow’s demands that Kyiv cede unoccupied territory in the east."

'The leaders of Canada, Finland, France, Ireland, Italy, Japan, the Netherlands, Spain, the UK, Germany, Norway and senior EU officials issued a joint statement from a G20 summit on Saturday expressing concern that the 28-point proposal on the table “would leave Ukraine vulnerable to attack”.'

'German Chancellor Friedrich Merz says he is "sceptical" a deal on Ukraine can be reached by Trump's Thursday deadline, adding that "we are very far from that".

Speaking on the sidelines of the G20 in Johannesburg (which the U.S. did not attend), Merz says: "That doesn't mean it's completely impossible to reach..." adding that he is "sceptical whether such an outcome is possible given the current differences".'

Thoughtful commentary by Oleksandra Matviichuk, head of the Center for Civil Liberties (Ukraine) and winner of the Nobel Peace Prize 2022.

8 thoughts on the 28 points of the peace plan

1. People in Ukraine dream of peace and want it more than any international partners. All diplomatic efforts to achieve it are important and appreciated. The main thing is that they lead to peace. And for this, any plan must at least answer two questions.

2. First, can this plan stop the war? Second, what place does the human dimension occupy in the plan - the issue of deported Ukrainian children, prisoners of war, and illegally imprisoned civilians, the protection of life, security, freedom of religion, property, and other rights of millions of people under occupation.

There is not a word about the fate of people under occupation in this plan. The paragraph on the humanitarian committee contains a mention of exchanges of prisoners of war and the return of civilian hostages, including children, which is not formulated as an imperative requirement. So let's focus on the first.

3. In the first question, we are talking about ending the war, not a pause of several months or years. To do this, we need to analyze whether this plan reduces or increases the likelihood that Russia will resume or expand its aggression against Ukraine in the coming years.

4. We do not see any provision in the plan for the complete withdrawal of Russian troops and all heavy weapons to a safe distance. Instead, asymmetrical military restrictions ...

"Rubio has excised — for now — sections that would forever bar Ukraine from joining NATO and that banned NATO member states from forming a security force inside Ukraine that would deter Russia from launching a new invasion."

Sounds good, but is it just another head-fake, since Russia will not agree to it?
