If the android change was going to have such a small impact, I don't think they would have made the change.

One area I think you overlooked that this impacts: App development. When this was announced it was a big disappointment at my workplace, even though we release the production version of our app through the Play store, because it makes development, on boarding new devs, testing new builds between releases, etc. so much more annoying. iOS was already similarly annoying.
