It was an Elon Musk experiment, to fund various rust projects to present themselves as minor alternatives to corporate social media. He modeled the network to be bound by no rules, be 100% privately owned, where the owner's domain is absolute dictatorship and control of all communication. No public space, 100% private.
So the free federation of dictators came to be with #mastodon the most prevalent of all dictatorial federations
