This is going to be a long rant. So buckle up.
MOST (not all) people on the Fedi don't support PeerTube content.
They might see a video in their feed, but they aren't going to watch it. And they DEFINITELY aren't browsing anyone's PeerTube instance to find videos to watch.
Everyday I see really well made videos get 14 views after a week. Even if I go to one of the more popular instances I see videos that have been up for 6 months with only 400 views. And yeah, that seems like a lot.

There is one problem of peertube at the moment. As you mentioned great videos exist with almost no views.
I'm thinking about forking and refactoring #SepiaSearch to build a centralized frontend for peertube so that videos become more discoverable.
Until you realize that there are around 2 million active users on the Fedi. That means even IF a video gets 6000 views. That's still only 0.3%.
And yes, of course that person didn't get their video out in front of 2 million users. They probably only got it out to a few hundred who shared it, but that's not the point. Even if that video was shared 40,000 times, that's only 2 percent of the Fedi. The point is that the majority of the people on the Fedi don't use PeerTube.

Now, I know a lot of you are gonna cry "It's because there's no good content!". Which is fine, you're can have that opinion.
You'd just be wrong.
There's plenty of good content. There's also a lot of content that's just, average. Made by everyday people with a cell phone, trying to find others who are similarly interested. Those videos may not be high quality, but there is intention and effort being put into them.
And do you want to guess what motivates them? Views.

These are the three things that help to motivate people to make better content. But since peoples standards are so high, there's no motivation to do more.
So you want better content, but you aren't willing to encourage the people making the content, to make more and to improve?
Got it.
