@downey This is HUGE. The judge argued the are several factors required to grant the temporary restraining order, but first and most significant is whether the plaintiff (Oregon) if likely to prevail.

The judge concluded:

"For the reasons discussed below, this Court finds that Plaintiffs are likely to succeed on their claim that the President’s federalization of the Oregon National Guard exceeded his statutory authority under 10 U.S.C. § 12406 and was ultra vires."
