@jeffjarvis Not only air raid shelters but also underground hospitals. Like in my hometown Oldenburg. We had underground shelters and an underground hospital, old but well-equipped until the early 2000s. Because we were all peaceful then and no threat was in sight, those shelters were closed for good.

As far as I know, there is no strategy yet to build new ones to protect civilians ...
