@randahl Musk point to a decision made by the US administration. It happens right after a call between Putin and Trump agreeing on a diesel deal and Trump threatening Ukraine and Zelenskeyj.

Since we know Russia do not have excess diesel, and actually has export restrictions, I guess Putin does this to split the West. In return he gets some favors and dollars and has improved his capabilities to kill civilians and destroy energy infrastructure.
