If you're a foreigner and you're poor, it obviously mean that you can't follow the rules and coexist with Japan....
Read the article (and many more), and notice how the government never ever gives numbers of "foreigners who don't follow the rules and who don't aim at coexisting." ⤵️

Apparently "1.96% of permanent residents receive public assistance."
How many people is that? We don't know. How many people are going to research the actual number? Well, I will.
There are around 950,000 permanent residents in Japan. 1.96% of those is: 18,620. Less than 20,000 foreigners receive public assistance in Japan...
Totally unacceptable according to some.
