There were (and are) people who suggest the 9/11 attacks were a false flag, engineered as justification for launching a US war on the Middle East. David Rovics wrote a song about this called Reichstag Fire;
"For the record, I believe that 19 hijackers from Al-Qaeda crashed planes into various places on September 11th, 2001 ... I think there are lots of important unanswered questions related to various aspects of 9/11 — especially CIA involvement with Al-Qaeda."

According to Wikipedia, the Silo series was based on a book trilogy, which started as a short story, Wool. That first story was published in 2011, well into the US-initiated War of Terror ("War on Terror"). Which started with invasions of Afghanistan and Iraq, but even then, there murmurings that it wouldn't end until US-aligned forces dominated the whole of the Middle East, including Libya, Syria and Iran.
