@daniel This is probably because of Android Auto support. I already gave it up and told my users that they need to install the app from other sources if they want Android Auto. After removing the review took only a couple of hours.
Still really shitty that Google made it so unpracticable releasing an app with Android Auto support :-(
@daniel I thought this was all automated anyway, I don't understand why this would take more than an hour?
(But also I think if anything google would prioritize apps that actually use their advertising and tracking services obviously... 🙃)
